Shenzhen “Chip Leap”: Breaking Through and Reshaping the Integrated-Circuit Industry
Shenzhen’s integrated-circuit industry continues to expand, with rapid growth among design companies in memory and AI chips, strengthening domestic chip self-reliance.
Shenzhen’s IC industry continues to grow. Reports show memory-chip design companies Dapu Micro and Demingli grew 217.9% and 126% in 2025, reflecting the sector’s upward momentum. Driven by the “AI+” initiative, AI-chip design companies including Intellifusion, Reexen Technology, and Nebula Information each grew by more than 35% annually.
From sensor “little giants” to interface-IP unicorns, Shenzhen is building a complete IC ecosystem spanning design, manufacturing, packaging, and testing. Policy measures propose a “policy + capital” model, a private industry fund totaling RMB 5 billion, and ten initiatives to strengthen independent control of the industry chain.
For domestic chip-design companies, Shenzhen’s industry cluster, talent base, and policy support provide a strong foundation for long-term growth.
